It is believed that there is no place , where Lord Shiva doesn't exist. He is in everyone and in every atom in this Universe. He is Mahakal meaning beyond time and death. He is the consciousness. The consciousness manifests in all living beings and particularly in human beings and Shiva manifests.
Lord Shiva is formless, which means Lord Shiva can assume all forms at will and is the pivot on which the entire universe turns . Lord Shiva connects the forms to no form; he is the fulcrum, the tangent between infinity and zero.
Shiva means auspicious and Shiva is not a physical body in reference but is a universal conscious body. Consciousness is eternal, all pervasive and the purest aspect of creation. Creation emanates from this pure consciousness (Shiva), sustained and reabsorbed in the same consciousness after a period of time.
So the story of Lord Shiva during the Kali Yuga does not make any sense as Lord Shiva is consciousness that is pure bliss and consciousness is present in all Yugas in all human beings. Lord Shiva was there before the Universe was created, he is there after the birth of the Universe and will also be there after the Universe is destroyed.
Adi Shankaracharya has said in Shivabhujangam
अनाद्यन्तमाद्यं परं तत्त्वमर्थं
चिदाकारमेकं तुरीयं त्वमेयम् ।
हरिब्रह्ममृग्यं परब्रह्मरूपं
मनोवागतीतं महःशैवमीडे ॥ २॥
Meaning : I meditate on that great light called Shaiva, Which has no beginning nor end, Which is the real meaning of philosophy, Which is the only one form of holy knowledge, Which is thureeya, the blissful fourth state, Which is the unknown which was, Searched by Lord Brahma and Vishnu, And which is the form of ultimate truth.
